Keith Wessel, an undergraduate student at the University of Illinois at Urbana-Champaign, developed the Text Only Maker (TOM) during an internship at NCSA in 1997. TOM produces text-only pages by adding ALT tags and alternative text to Web pages it finds inaccessible. Web authors can also use TOM to create accessible pages.
